Reject... not sure where I would put this because there's really not much to judge here. The layering in this is pretty straightforward though I don't exactly agree with it, though the 16th jump use is pretty interesting even if the sound being followed there is pretty soft and indirect. The patterns in this are very arbitrary (hard to feel what's being conveyed here beyond layering) and you omit a lot of cymbal crashes because of the already dense layering.
The non-jumpstreams aren't super compelling either since you don't make too much of an effort to differentiate the percussion from the synth, and I think the hi-hats can be followed a little more there too. The last jumpstream has the most character to it since it follows the synth most accurately, though I feel that some of the hands can be omitted to emphasise the cymbal crashes more -- but that's a minor point. Either way I don't think there's enough meat in this chart to really justify accepting this, at least on my end.

REJECT.
The layering of this chart doesn't seem to be super coherent, let alone intuitive. Drums are layered at times when they are softer, yet omitted when they hit more clearly, such at 5.157, 7.157, 9.157, etc. Also there is a big emphasis on the crashes in slow mid sections, but nothing of the sort in the JS, which makes it feel either out of place in the slow sections, or missing in the JS. There are also some unjustified anchors like column 1 at 1:09.532 (8 notes) which could be fine if repeated on mirror later for a different iteration, but it's not. Also at 1:15.407, the drums (14) should start there, and end at the 1:16.032 hand, not 1:16.157.
Decent chart and PR is great for the most part, just lacking a fair bit of execution and polish overall, especially given that the JS is the main component of this.

It's a reject for me.
From a judgement's perspective this left me.......a bit conflicted for the lack of a better word. The chart itself is very straightforward (which I'm down on it), but there are very little attempts on making the patterns more attentive (very few differentiations with how the jumpstreams were constructed, some stuff were omitted like cymbal crashes, so this feels a bit too monotonuous) so it's hard to tell the bigger picture of what the layering is mostly focuses on.
I would expect more meat on the non-jumpstream sections, but it also gets arbitrary a lot of the times since blending in percussion with the synth gets a bit too crowded than I envision this chart is going to be. I'm not comfortable on accepting this at the moment, but you got the ideas down to a tee at points, definitely needs more clarity on that front for sure.
