just going to summate: Starlight_Pwn-3 was DQ'd for sandbagging; they match a different user account that would have been placed in a higher division.

people deserve to know that their places were shifted up for a reason pertinent to their division; the specifics are in fact not anyone's business, which is why I said there was a DQ due to sandbagging and that is as far as it will go.
