Get this, everyone responded with a PM before the game started, the wolves had a nightchat to talk, so it's really doubtful for them to AFK. Killing people is literally their only way of winning the game and they are always on a timeline, so the anwser is they almost always sent in a kill. There's a chance, as there is with everything, that they forgot or chose not to kill because they didn't want to target themselves but that chance would probably happen infrequently leaving you to predict (now that we have a corroborating grey flip, or two even) that the wolves got blocked with an accuracy that suggests more often than not
