We're trying out a new system of judging. We need to prove that we can have an efficient judging system before collecting any more files at this point. The January-February period was a grace period in itself to send files before judges would review more than they can handle.

To answer the question on whether you're allowed to submit right now: the answer is no, not yet. The queue will likely be opened once this current batch is finished in a timely manner - which so far looks good actually. Once we get that confidence back, we'll likely open up the batch again. Right now, we need to make sure we don't bite off more than we can chew.

I don't know how the cycle will continue, but it may very well be that the periods will remain the way they are (a Jan-Feb period, a Mar-Apr period, and so on) instead of having the periods shift to an odd date of cycling.
