StepMania 5.0.10 released

A special dual release this time:
1. The mainline stable release of StepMania 5.0.10, with many bug fixes and a few new features. Some of the bug fixes and features relate to compiling for those that compile StepMania from source.

2. An alpha release of StepMania 5.1.0, which has the beginnings of structural changes to StepMania. This is for noteskin and theme authors who want to create or port noteskins or try out the new modifier system.

Make sure you put the right treat in your bag, and have a happy Halloween from the StepMania team!

aite i have to be an asshole:
can you turn off forced 100% background brightness for beginner charts, i wanna play with bgs on without getting blinded every 20-ish songs again

i didn't even know global offset was messing up rates lol damn
5.1 sounds pretty neat too

Add a second chart that isn't beginner to the song. Turning the brightness up for tutorial songs is hardcoded for some dumb reason. I'll take it out so the next release doesn't have that problem.
