i'd have to play it. as shash said... likely the biggest issue would be difficulty through the file. if it's relatively easy, then has 1 measure of 64th rolls... then that doesn't make much sense.

Without the 64th roll the song is probably no more than a difficulty of 10. However, there are more than one bursts in this song. There's probably about 4 or 5 sections of bursts scattered around the song, and they are either 64ths, 48ths, or 12th/16th notes combined with a "roll", so in my opinion the stepfile would overall be a 12.
Another thing, would it be ok if I added quads/hands to the stepfile? I think that it would go with the feel of it as well.

Well, i just stepped Eclipse (Lunar) and it had....170 BPM 48th rolls and alot of 48th+64th+32nd bursts (goes with the song)
So i would say sure. why not. Edit: Damn, you beat me to that song!

I'd say yes. It would help people work on vibrating, which most people have no clue how to do so. (Except experienced players, such as Dynam0)
But like Tass and Shashakiro said, if its really easy except for the few bursts, it may not be accepted. Also, I think the rule is FMO and higher you can have hands and quads. Send me the song, I wanna hear it.

I just stepped a song with 48ths at 220... or something like that. As long as it keeps with the general feel of the song, I think it should be fine.

vRofl's quadjacks are 200bpm. a 64th roll is the same notes per second as a quadjack, so long 149 bpm 64th rolls are certainly comboable on FFR (that is, without avmisses) Will anyone AAA it? Not likely! Make sure the rest of the file is hard enough to warrant it, but if you're sure your file is already an FMO/FGO and the rolls fit, go for it. FFR needs more hard dumps
