Atma's will give you nearly the same damage, armor, and nearly as much crit.
I build Merc Treads, Mallet, Atma's, IE, PD, and whatever else I need, usually among Warmog's, Mow of Malmortius, FoN, BT, and Sunfire. The build has 73% chance crit in it, and getting a second IE instead of Atma's gets it to 80%. It isn't a noticeable difference and I prefer having the armor. I understand what you mean by going for pure damage, but buying an item and not getting its passive seems like a waste of money. Atma's is cheaper and I can use the money I saved on Green elixirs which gives me 8% crit which gets me to 81%, higher than dual IE.

None of the Hecarims I've seen have really wowed me. He seems to have the Yorick problem of doing no damage on release, regardless of how cool the concept is. The utility on their ult would be better if it always worked, but of the 10+ times I've seen a Hec ult I've only seen the fear like 3 times.

Yeah, I guess the people rush for champions to be out, so Riot really doesn't have time to fix all the little quarks? That's at least what I'm gathering from it. Maybe they'll do a hotfix for small stuff like that.
