D4 does tend to be pretty cutthroat, but I personally think the right call was made regarding the d5/d6 charts. Since 1983 is the sort of chart where you either have the speed or you don't, and in d6 pretty much everyone has the speed.

wtf haku, these officials are not kind to you if you can't even make the D5 cutoff
