CPU doesnt coun as 'specs' in the best of times - but Stepmania isnt CPU intensive... I think your main issue would be graphics in which case theres alot you can do:
In graphc options: Set colour mode to 16bit Set all detail levels to 256 or 512 not 1024 Set resolution to 1024 or lower Set Refresh rate to 60 Hz (if possible) With these settings Stepmania runs at full speed with BGanimationsd AND/O visualisations on even my meager GeForce 2 64meg and YES I do have WinXP FYI: MY full stats CPU P4 19.6 GHz MB: 4x Data threading port 378 Memory: DDR SDRAM 133 - 256meg Graphics Card: nVIDIA chipset GeForce 2 MMX440 - g4meg OS: WinXP Home Build 5.0.0.2600 ( I THINK NOT CHECKING FOR SURE) IE My system was top of the range this time last year... lol the graphics are the worst part of that setup tho, and what i sed works fine

Actually, you would just set it to go to the highest refresh possible (MAX in the settings)
I run a 1.4 Ghz Athlon Geforce2 320 MB RAM and i get somewhere around 60 frames per second in windowed mode (which i like better than full-screen) and 100 fps in full screen.
