If you look at all the facts and evidence he's citing, he's not lying.

EDIT- I should be clear. Facts and evidence about the attack itself, not about the NYPD. NYPD has dismissed and disciplined high-ranking officers in the past, so it's unfortunate that he said they "never" have. He is right in implying they -rarely- do, however. A police investigation of the police never really seemed the most trustworthy to me, despite the fact they have separate departments and protocols for such a case.

I completely agree that this behavior is totally unacceptable... but don't think that this is just an American issue and that the police in other countries have none of these problems. If it was that simple, nobody would live in the US. Many countries have stuff that's equal or worse go on all the time, with no media attention because it's just accepted there.
