Default Stepmania Lag

Does anyone else get frequent "screen hiccups" when playing Stepmania 3.95? I'm not talking about a huge lag spike but like a lag offset enough to cause greats/goods. The program isn't intensive on my system (unless someone has a dinosaur of a computer it shouldn't be a burden on anyone's system) so the only thing I can think about is poor programming performance perhaps? The only things I ever have open when I play are Skype and Chrome. Any ideas?

When I stream Stepmania with OBS, it makes my lag go away. I don't understand why. I normally randomly freeze/hiccup and it all went away when I started recording. It could be something worth testing.

I had that problem a lot on my old computer. I think it's just a hardware thing. I tried everything I could think of and nothing would fix it. My computer at work and my new one I just put together don't have the lag though, so I think it might have been the graphics card or something.
