Sorry, but it looks really flat and washed out :/
Thing I noticed about your workflow is that you tend to focus a lot on particular spots instead of focussing on the bigger picture. It shows in your shading and shapes in the end result.

Someone asked me to draw them as a mermaid, however, I've been in a ZBrush mood lately, so I think I'm going to sculpt this one in 3d. Watch if ya want.
