Is there video editing software that represents time in BPM of a given tempo?
I want it. If there isn't, there should be. |

Not exactly, but AfterEffects can use audio input as a driver for temporal adjustments. So basically you can plug in a song and specify a frequency range that will speed up/slow down video to the beat of the music. Not sure if that's what you're trying to do though.
