Personally, my theory is this. If you can read the arrows perfectly, you can hit it.
And when I mean perfectly, I mean that you can actually see every arrow coming without having to guess what to press. Eventually, you grow out of that and start developing muscle memory.

This I agree with because on songs I can read arrow for arrow or at least know how a clump of arrows begin, I can usually PA them just fine. Anything I have a slight block on becomes nearly impossible to do focusing or not.

Well i can read nearly every note but i dont have enough muscle to handle too fast notes sometimes, i need to improve that =/

If you play 2.0x, You should focus on the middle of the screen. So once you focus on that, your fingers will do the tapping.
