It says you need at least 1 han to "Out"
Han indicate how strong is your hand is.
For example, All green, All honurs, All Terminals, Big/Small Four Winds, Four Kongs, Hidden Treasure (And one more hand but I don't know what it is called in english =p) are the strongest Hands. (Refer to the left of your pic) Which means maxed hans.
In your case, your hands has 0 hans, but the minimum requirement of the "out" is 1 han. So It won't allow you to out.
Calculation of Hans would be too long for me to explain here tho... PM me if you're interested =/

ok, I am more and more confused by this game. How did I win here, doesn't appear to match any winning hands.

How did I lose this? This is a concealed hand by definition and I should have won. /confusion

First image: You got at least one han in the hand already because you have three "South" and you are on the south wall. 3 East will give you han too in that pic because it's East wind. Additional facts: 3 same kind of any of the scholars gives you han no matter what wall/wind you're at.
Second image: Concealed Hand doesn't give you han. Fully concealed hand does, but I believe you have to draw the winning tile yourself in Fully concealed hand.
I asked you to PM me =/
