I'm guessing they do, but I'm not 100% sure. To be safe, let's not assume that resubmits are omitted from the file count.

Question: Do the files need to be in .dwi format, or is .sm fine? I just want to know whether or not I need to go through the hassle of transferring them to 3.9 and saving a .dwi.

.sm is optional, but you need to send files in a .dwi format. The reason is because the files won't convert properly without it.
