I'd say that scroll type, noteskin, and mods shouldn't matter unless the requirement specifically says something about them.

Other than that, though, getting "more" than a requirement shouldn't be allowed - e.g. if a requirement says "get exactly 2000 combo" you shouldn't be able to get >2000.

On JULIA, Have both your misses and averages over 50, have more misses than averages, have more than 500 boos, and pass.

On JULIAN, have less than 600 perfects, less than 250 goods, have more than 100 averages, have more than 200 misses, and more than 300 boos, and have a combo less than 100, and pass.

Pick one of these to be the requirement, you can add the second when you unlock 10 other tokens, seeing as these two seem like two different entities.

EDIT: come to think, both of these seem kinda random, could you come up with a new requirement entirely?

1.2 or slower works, faster doesn't as far as I can tell...and you have to remap.
Left == a
Down == s
Up == d
Right == f

becomes

Left == d
Down == a
Up == s
Right == f
