Technically, stepmania supports both. And, if you look at stepmania's download page on sourceforge, only half of the downloads come from windows users, so it's not as high as 95%... If stepmania only...

Right click, go to create new, click text file, and save it as "whatever.sm" or whatever you want. It will complain about changing file extentions if you are running Windows, ignore it.

That would be the "retarded computer" syndrome. My dad's computer does it too. Try using OpenGL if you're using DirectX or try DirectX if you are using OpenGL.
