If you're talking about PSP Revolution, that's homebrew. Homebrew can only be possible in older firmware because Sony patches the firmware so homebrew can't be played. Correct me if im wrong.

You said you were using it for 3.9. You need Stepmania 3.95 which is not an official release which can be found here (http://userpages.umbc.edu/~lohr1/StepMania%203.95%20CVS%20(06-19-2005).exe)

You would have to check here (http://www.stepmania.com/wiki/USB_Adapters) to see if your adapter is compatible because some adapters won't allow the simultaneous button pressing like jumps.

I would recommend using shoes that aren't loose or heavy. Sometimes on songs with a fast tempo, I like to use the top part of my shoe (almost the tip) for extra speed.
