Nope, because that 100% guarantees a higher chance of people not reading rules. I'd rather have more people who are coherent with what they're getting into and have a slightly lower user entry than have people who just skip over things.
Updated to this post. We're starting to get a bit closer to the start date of this tournament, so there might be some motion on the dashboard as I start analyzing the players.
Looking at the concentration of players and where they might end up, it's fairly likely this will not be a 7-division tournament. I'll keep you all posted as we get closer.
Just a reminder: sign-ups close at February 5th, at 10:59 PM server time. At that point, no additional sign-ups will be allowed.

Tentative structural change: as of this point, based off of the skill rating distribution of players and the differences in location for skill rating, this tournament will be compressed into a 5-division tournament with D1/D2 and D3/D4 combined into their own divisions, and D5 having a modified point of entry.
The current distribution of players simply looking at skill rating at the moment is as follows:
[95] D7+ = 13
[83] D6 = 16
[69] D5 = 20
[59] D4 = 13
[50] D3 = 9
[26] D2 = 9
[0] D1 = 5
The range from D3 to D5 is incredibly vast and generally flexible in terms of difficulty with regards to songs, and the gap between D3 and D4's entry point are much too tight to justify a division of their at this point. Additionally, two of the D1 players are likely to be removed from the tournament as a result of not fulfilling the minimum requirements of the tournament as well.
The dashboard has been changed to 5 divisions as of this time. Some shifting may occur on the borders of each skill rating as I see fit with leaderboard rankings and not qualifying but notable scores on level ranks.
EDIT: tl;dr - tourney is now 5 divisions: D7 -> D5, D6 -> D4, D5 -> D3, D3/D4 -> D2, D1/D2 -> D1, with shifting as necessary
