No. If you waste 1400 gold to buy an item to counter a shitty hero you're retarded. People in gold+ generally get caught close enough to their team that the team can clean up if you arent really behind. Below that people just die randomly in the middle of nowhere and its the best cc in the game to make that happen. He also has potential in push comps, and early barons.

I feel like Nunu is really strong.

I'm by no means an expert but my Ashe is probably my best champion (probably because she was also the first champ I learned to play), and I played a couple games with my gf on Nunu support and it was pretty stupid. Effortless wins and snowballing harder than I've ever snowballed before (the two of us got caught in jungle one game midgame by 4 of their team when I was like 6-0, she tried to run I was like naw just fight, killed em all).

Free elo? Shh, keep it a secret. He's super easy to play, BB buff is retarded at max rank, the slow on ice blast is ridiculous and his ult is annoying as hell in the right position.

Seems stupidly strong on Kog too, since you can get his attack speed up to like 3/sec really easily and just melt everyone from range.

Jungle AND support nunu at least in S2 were fucking godlike.

Me and andy won a 4v5 or 3v5 with him being Galio and me Jungle / Lane-nu, and support Nunu is my favorite pick for Vayne lane bottom.

Nunu is super strong support with vayne, mf, and kog, and a good support with everyone else. He's alright in the jungle. Not what he once was.

I've been playing syndra some more since I've got a really good reaction time with my stun. I can overextend in mid and still stun the jungler/ap carry and get away safely. Her early game poke is nuts. The bad thing is she forces the adc to get a ga since her ult is a nuke.
