I think I could get 30s, but this felt good as well.

my MA has been improving











Also, does anybody have any tips on handstreams? I can do jumpstreams at 170 - 180 bpm just fine, but when i attempt 140 - 150 handstream, i dump greats and cbs all over the place

For sm5 it's called Preferences.ini and it's in your Save folder. That may be where you installed sm5 or in AppData\Roaming\StepMania 5\Save. Also, the label for the judge settings within .ini got changed to "TimingWindowSeconds".
