Also, never got an answer about the whole "I was bumped down to D3 by the new skill system" thing

Although you were bumped down to D3, you are at rank 54 and 50.09% exp, and the threshold for D4 is rank 55, which is, technically, less than half a lvl to D4. I also know it's harder using other engines for this, but we're already into round 3 and it would change all the points of other players to move you. I'll see if there is something else I can do though.
