I do apologize, but they're not particularly huge changes.
Impartial Human role:
Impartial: He will receive messages that players may want others to read and will anonymously relay a maximum of three (3) of the messages he receives. The relayed messages are those the impartial human has decided to relay based on anything from pure whim to wolf/human bias. He controls the flow of information. The more messages he receives, the better information you might receive!
- He knows who sent him a message for relaying. - He can publicly reveal himself at the cost of his ability. - He is the only player who starts the game without a TSF and without being someone's TSF.
- His anonymous form is known to the public.
- If the impartial human ever becomes a wolf or seer target, the wolfing/seering will fail and a random living player will be selected for an immediate role swap resulting in a new impartial human and whatever role is randomly selected.
He can no longer reveal himself publicly at the cost of his ability.
He will not lose his ability if he reveals himself through AIM/PM.
Yes, he can become someone else's TSF.
Yes, he can receive a TSF.

Special TSF notice: If you become your own TSF (Player A's TSF is Player A) you are exempt from LAW II (not LAW III because it wouldn't matter if it happened). Meaning, you can still talk about yourself through AIM/PM (not the thread, remember LAW I) despite being your own TSF.

Manti's Guide to THE LAW
1. Do not attack your TSF. Don't vote/wolf or do anything to seriously hinder that player or cause them to be suspect.
2. Do not confirm or reveal information about your CURRENT or DEAD TSF
3. Don't come out in the thread

Since noone can come out in the thread with their roles, It's going to be difficult to find direct alliances. Fortunately for the human side this includes direct wolf alliances a well. It's not that one side is in the dark, both are.
Onto my next thought. While people cannot reveal themselves to each other in the thread, you can still talk about your role on AIM. What need to happen is for people to find roundabout ways to disseminate information since it can't be sent to everyone directly.
For instance, the impartial should try to find a roundabout way to let people know it since he can't post that he's X role in the thread. That way alliances could be formed on whatever teams he would want to help win the game.
Make sure you guys message the Impartial since he's really the only thread link between players

Why would he choose that exact wording with the emphasis placed on you, unless he can't message himself because he would be the impartial. It's kind of a huge clue.

If I do not come out D1, you can assume I have found a potential green, or a blue. If it is a blue I will make the decision of coming out to the person who's TSF I seered myself.
PLEASE Impartial: send this message. The only way my plan is to work is if this message goes out, and you will also have to send out my other messages at the end of d1 phase. If you do not hear from me at the end of d1, you can assume that I have been unluckily killed by random or if my TSFee was a wolf
It is up to you to decide whether or not to trust my message and my claim. I am confident that wolves would not try to impersonate anyone, or falsify a message immediately on N1 due to the complexity of this game and the many ways that could possibly go wrong.
