It's meant to stomp the lane. Kill lanes usually have weaker endgames. I mean classic bot kill lanes like Pantheon + Jarvan are even weaker lategame, at least Thresh is ranged.
If you are ahead (as you should be after laning with a Taric or Volibear or Leona) with say BT + Statikk + IE, one auto will just instantly remove an enemy squishy from the fight. If you are zoned and have to hit the closest target etc etc like a real AD carry you will obviously do less damage than their carry, but if you play AD Thresh like an assassin and just sneak into their backline with Q you will CC them for days and 2shot people.
I would prefer it on a team with a sustained AP damage source like Cass, Ryze, Rumble. Something that is an even bigger threat than you are so you can sneak around. One of my teams had a super fed Brand and his presence and the focus the enemy put on him made it so easy for me and Taric to kill their AD carry + support in a backline duel.
