Unless you mean the nerf that went in a few patches ago. In which case yeah, that happened.

Ult cooldown is a nerf, which is good. Annoying to be ulted, lose a trade, then she has ult up again by the time you recall walk back into lane.
There's a reason Vayne has one of the highest winrates of ADCs in Korea and is THE pick if a team wants a ranged hypercarry. Her lane phase needs to be less safe now that her counters (Cait, Draven) have been nerfed. The only one who can stand up to her left is Varus.
