Instead of each cycle (round) lasting 15 days, why have people sitting on their butt for 12/15 Days of every cycle, and just give everybody a week to submit their assigned songs for the cycle. This gives the tournament a much quicker pace and less likelihood of dropouts in a 1 month tourny instead of a 2 1/2 month gig. This would also allow every player seven days to play instead of three, reducing the number of non-submitters.

It would be a miracle to have a 100% participation rate in a 2 1/2 month tourny, life happens (as well as flakers).

I just don't really see the need for downtime 4/5ths of the time.

I understand what you're saying, but it wouldn't be in the spirit of the kind of tournament I'm aiming for if everyone participated at the same time, since the rest of the team would be less likely to root their team on, and they might be too busy playing their own songs to cheer for the rest of their team. I'm also holding spon cons *every single round of every cycle* for all the people who aren't participating in the current round. XD

*edit* The tournament won't be two months anyway because there will only be three cycles (45 days). ^.^
