It calls for some form of competitive activity. It has a rule or two, albeit poorly established and borderline functional. I'd say it is one. It's just badly organized/executed so no one intends on taking it seriously. (Which is actually why I'm going to lock this thread.)

Next time put in some better rules and make them more clear. Also establish some form of gameplay with more structure so people will stay interested enough, for starters.
