His tourney was posted a month ago, before the rules existed. We aren't going to retroactively close tourneys that were already ongoing.

But then, this hasn't started yet, and he still has 20 intended days to go before his first round.

As such, tourney closed. You can resubmit when you meet the requirements to start a tourney.
