Hentai means pervert in Japanese. Hence the Hentai Mag, is Perverted Magazine. It's no different from playboy. However, hentai isn't really that bad. The stuff you really want to avoid is Doujinshi, as MOST of it includes younger persons being raped, having consensual sex, and/or being abused with bondage.

So it depends on how bad it is. It's it's naked persons, it's not necessarily hentai. However, any form of sexual contact, is.

Generally, if there isn't nipples or genitals in view, it's fair game. If you don't like it, don't look at it.

Things drawn in the manga style that depict nude sexuality are hentai. Things that have nudity are ecchi. Anything else is neither and you shouldn't be complaining about them.
