    Not neccessarily. The better prepared we are to make thorough and competent evaluations the better our judgement has the potential to be in terms of reality, but we have no guarentee that the perspectives we construct by Critical thinking or philosophy have any correspondence to reality.

      Since we ARE animals, I would think it's a longshot to assume other animals cannot choose as well. I would think all animals have conscious ability and can perceive and choose at will. However, the cognitive abilities that seperate us give us completely different perceptions of reality.
