Not only did this disorient and thus cause me great distress, it was also a waste of valuable time of which I am sure all of us could agree we have little of.

Goatse is an Internet slang verb meaning to disguise a link which would disturb the person who would click it. If I made a link and identified it as google.com but instead linked to tubgirl, that could still be called goatse.
This is what the creator of the topic meant, not the literal meaning of goatse being a man pulling his anus open very widely.

pps goatse doesn't really have a standard link up anymore I don't think. There's that one that opens a bunch of windows of it and moves them around in circles and tries to email things or something, but the standard goatsecx and goatcx are no longer goatse as of the last time I've checked.

Though this is wut the topic was about, all of these sites (Goatse, Tubgirl, etc.) are still considered shock sites. But, yeah I guess he didn't know it meant all the shock sites.

Only if you link it to a minor or link it to someone without telling them what it is.
Although I'm sure it goes against the terms of service that you agreed to when you uploaded the image in the first place. I wouldn't be surprised if they banned you from the service for abusing it.
