IIRC.

It might be in another folder, but the file is called Preferences instead of data I'm pretty sure. I might be wrong, though. I've never had to find the INI for 4.0 before.

EDIT: And seriously, if you don't know where it is, don't show it. I don't give a **** about INI unless I'm doubting you, and I'm not, because your gay lol
