After a thorough discussion with Velocity over the Riot Games permissions, legal Jibber Jabber, and their Riot Music Safe-Content Guidelines, we are lifting the ban on Riot Games content that can be used to the content listed on their "Creator-Safe Playlists" on SoundCloud, available at:

Please note, that any & all music released under Riot Games permissions MUST be on one of the above lists. K/DA and True Damage are still banned from being submitted.
Also, this prohibits content submitted this way to exist on the "Apple Store or Google Play Store unless they have either a written license agreement from us or a valid Riot API key and comply with our API Terms and Policies". Therefore, if there was ever to be a release on said platforms in the year of 21xx, content submitted this way would be filtered from being played or accessed on downloads provided on those platforms.
Edit: We've went ahead & gotten a valid Riot API key, and checked their literal 260-page document for API Terms and Policies (THANK GOD ACTUAL LEGAL PAPERS). We don't see anything mentioned about music, so we think we're in the clear and the last point is null.
Riot Games, if you are reading this, PLEASE FOR THE LOVE OF GOD UPDATE YOUR LEGAL JIBBER JABBER PAGE TO INCLUDE MUSIC AS ITS OWN SECTION. it's nice to incorporate the situation of "streamers" and "content creators (gesturing at YouTubers)" into your legal code, but it is still very vague on terms and conditions of non-profit and non-commercial projects specifically involving music aside from the listed intellectual properties where-as music is not mentioned.
