In my mind there's two possibilities:

1. Charu's claim is legit and Tokzic is the last wolf.

2. Charu's claim is bs and he and Xel are the final two wolves.

Honestly I'd say that if we're confident that if Charu's a wolf, then his partner is Xel,

then we lynch Xel instead.

That way if we're wrong, Charu is ACTUALLY the vigi, and can shoot Tokzic.
