Because it's confirmation bias -- you're only paying attention to what confirms the hypothesis you want instead of looking at all the relevant data and examining what that suggests.
It's sort of like saying "I know a girl who cheats on her boyfriend -- man all girls are such dishonest bitches." or "I know a college kid who gets plastered every time he drinks -- people who drink alcohol are irresponsible fuckwits" etc.
Most people don't abuse the welfare system. Maybe some 4% of the population uses it -- 20% are off it in a few months, another 15% off in a year, and another 15% are off in 2 years or so. It's peanuts compared to everything else.
Yeah, it sucks that some people are leeches on society, but come on:

Republicans would have you believe that vast federal sums are handed out to lazy poor people. Here are some real numbers.
If you actually care about what reality has to say about all this, it is worth taking half an hour to read this stuff so you'll get an understanding for how it works.
A good example of what happens when this stuff gets irrational is when they tried to drug-test welfare recipients in Florida. Why would you do this? "Well, we don't want tax money to pay for drugs!" Except drug use isn't any higher (in fact, it's lower), and it cost more money to drug test everyone than it saved. So if the goal was to save money, it failed.
Anyways, is reform necessary? Of course. The system's still far from optimal in many ways and there are tons of things I would change about it, but it's silly to fall in line with the typical "Man I saw a poor person buying Mountain Dew, lobster, and steak once -- the entire system needs to be killed off! We can't have the poor getting too complacent!" view. It's very much ignorant of what being poor is actually like.
