Ben my understanding of this tourney from a glance is this

raw scoring, cumulative, with the idea that you can play either song, so you should chose the one that you can score better on.

Like if there's a 700 arrow song and a 690 arrow song and you can AAA the 690 but get like some hilariously bad score on the 700 due to an issue with patterns (in your case lots of jacks / minijacks) you can play the easier one to obtain a more competitive score.

But idealistically you'd want to play the one with more notes as it provides a better chance to score overall if you can practice it enough to become good at it.

So idealistically he's going to be picking songs that have different pattern sets so that way you can play what works better for you.
