I still fail to see how he's able to evade his perma-ban from here. We've banned all other usernames when he made them, just because we let one slip it's okay?

Well, I'm sorry you didn't notice how he was allowed to post when he first made the account.

There was a discussion, and it was agreed at the time to give him another chance. He'd gone several months without ban evading, and came and had a civil discussion about his previous posting, and another chance was granted. Believe it or not, when people are actually reasonable and civil, they get things done.
