Global offset is set to 'default' in most cases. Its the files that are synced obviously. Like FFR, its probably more difficult to sync a file, but all you're doing is syncing the music with the steps.
Global offset has nothing to do with being able to sync files, especially if there synced 1 by 1 with the music.

They're put there so that the subscribers have all their songs in one place. When they're released, they're supposed to be moved. Funk had by far the least files when subscribing began so that's been the place ever since. It's just that people with the power to move songs are lazy and don't do it on time.
As for sync: a) 30 fps
b) the middle perfect frame is not where the arrows appear. In order for every note's perfect window to be as centered as possible given engine limitations, the middle perfect frame must be the one that the music is synced to. Since that isn't the frame that arrows appear on, the song appears slightly offsync, though if you play with the music it is synced properly.
c) your computer might suck for ffr like mine
There are files that are completely off compared to others and that make an average to perfect difference. Its also the whole entire song, not just certain steps.
other than that if you still think the genre of certain song is wrong, post in Ingame simfile thread (I don't care about the definition of Arcade too much though).
