Actually, crime will raise to around 40% until we reach 500 population, which is the time you can start upgrading security.

500 Population????? Wow. Shouldn't take too long.

Yea. Our crime rate is too high to keep putting people into something like transit (its percentage full by the way). We should concentrate on population till we can have security.

Crime is going up too fast. We need to have more people on population until we can get more security. I suggest taking maybe 5 additional people from industry and transit until we get to 500 population, and then having those 10 be the security force then. It (criminal rating) is probably going to be incredibly high by the time we get to 500 pop., and I dont think we can waste time getting 10 more people to take over security.
