That song is "Crazy Sunshine" if I remember correctly. The name Full Swing is just as bad as fooly cooly, though. Call it フリキリ... Just kidding; I think it says HRKR at the beginning of the episode, though. That would be the equivalent of FLCL.
There are no L's in the Japanese Language, whenever there is an L, it is replaced by and R.

There is no F either. However, "Hu" is pronounced closely to "Fu."

    Hence HRKR or "Hu(Fu)ri Kuri."

The song playing in the background of Episode 4 is "Crazy Sunshine" which is then followed by "Little Busters."

Okay Well how come at the ending of Furi Kura when they showed the picture of Naota standing on the rubble holding Haruko's guitar, it said Foolly Coolly on the page? Im confused now.

The transliteration of フリクリ is furikuri regardless of what the show says. Like Jewpin said before:

So, to answer your question, the animation team probably wanted to use roman characters, and in romanizing it they simply replaced the R's with L's for some dumb reason.

This is true, it says "Fooly Coolly" in the Flash Cameraman Magazine when Naota talks about how Mamimi became a professional photographer.
But Fooly Coolly is still the Americanized version.

Furi Kuri or FLCL is how it is pronounced in Japan and thus, the proper way to say it.
