It might be lower because when 5th graders are taught somehow about sex and then the boys are given condoms, they'll find a girl and....well...you know.

Actually, if kids are supposedly reproducing at age 10, then our generation is doing quite well, considering the instinctive goal of the human race is to keep the human race going, which takes, dare I say it, sex.
