To unlock final fantasy last battle festival you need, i think, 70k credits (or 75k, something around there!)
However, I managed to play it and I only have 18k credits (and have never had any more than that). I found it using velocity engine, searched for a song, selected "show only -> level 11 songs" then i ordered them by length and, sure enough, there it was!
i've checked i was able to play any other songs that i haven't unlocked yet (to report to you) but couldn't find any. and, i cannot find final fantasy last battle festival again. however, it did strangely unlock for me somehow once!
it's a shame really, i've wanted to unlock final fantasy last battle festival for ages lol

EDIT: just noticed, after playing the level, ffr seems to think i've already played this level! (as my "your best rank" was not 0, it was 7490) confusing..
