Is this a correct procedure for a simfile authorization of a band?

i have been everywhere trying to get The Prodigy to give me the OK for a simfile of their songs. And now that i have gone through Cooking Vinyl, EMI, and this licensing company. Now i got an e-mail telling me i have to buy a license to use the songs...Is this right or do they not get the picture...

    Thanks in advance

Their reply would basically mean 'yes', but only if you buy the license, and that costs quite alot of money. But if you do buy the license, hey, that's a first.
