I play Pump It Up: Pro.
What I did to get better was just practice, start off at your level and on your 3rd round, play something a little bit harder than what you usually play.
PIU is amazing i play it whenever im not to lazy to walk to the arcade. I just make sure i know what notes im hitting and if i can't read them i just go for a few arrows and get better at reading the notes every time.
I would rather play DDR, however I do have a 'Pump it Up' mat at home. If you do wish to get better at PIU, I advise you purchase a mat as well. Once you have it, it's like any other game, you get better the more you play and how determined you are to get better. Having an ability to read the notes is also an advantage. I just imagine it as DDR with one more arrow. Of course, it's not just as simple as that. The placements of each pad do confuse DDR players on PIU machines, however it does not take a long time to learn.
If you already know DDR then you really just have to play a lot to get accustomed to the layout of the pad. Most of the techniques you use from DDR can translate to Pump as long as you practice enough to allow your reading skill to catch up to your speed.

You could get Pump It Up: Exceed to practice at home. For being a soft bad, its actually pretty well made. You could always tape it down to a board, too.

The ones you can buy have a special material set at the base of the mat, so it doesn't slide when it contact with a hard surface. They're not even new, so it's a good start, however, they aren't glued to the surface. They do tend to move at times, especially when you are putting a big build of pressure onto the mat for every arrow on the screen. When that time comes, its best to either tape it, or if you would like to move it around or fold it up somewhere after use, place the corners under the heavy weight of the sofa, or other furniture. Chairs do not help in this situation.
