Today I decided I would try to get Otaku Heavy (AAA difficulty 65 song) and I AAA'd Neon-213 (difficulty 65) and was not given the token. Here's a Screen shot:

I'm pretty sure Neon-213 got removed from the Heavy-getting list. However, it is still incorrectly listed as unlocking Heavy.
That sucks dude - all you can really do is AAA another song that actually gets Heavy.

The song has to be green on that list to unlock heavy.
Songs which were added after the token was created won't unlock heavy.
Conversely, there are 2 songs which are lower than difficulty 65 which can unlock heavy because they used to be 65 when the token was created....Comment
