Get permission from the artist that you wish to see on the game. Otherwise, you cannot use their music in the game due to copyright/permission issues, etc.

Big bump by the original poster, let me try and clarify this here:

If the artist of the song makes money by selling CDs through major retailers, you more than likely won't be able to get their permission (as there are royalty issues involved.).

If the artist of the song posts their works on a site that is free, get permission from them.

Other than that, there's really nothing much else you can do other than go to this thread and finding an artist you know or recognize, these are the artists that have given us guaranteed, or blanket permission for their songs.
