Overrated- Halo 2 and 3.
Underrated- FF:Crystal Chronicles.

Holy ****, where have you been all my life? I looked at the title of this thread and voted Halo for overrated before it even loaded, and Suikoden is a great answer for underrated (although not my answer). Personally, I think Ephemeral Fantasia is ridiculously underrated.
So anyways i was thinking, what if a single miss didn't stop your combo? Instead, your combo kept going until 2 consecutive misses were made. I think this would provide a more realistic ranking system, and eliminate a lot of mashing.
Halo I would say is the most overrated game
Most underrated game...The Orange Box for the general public. The people who have played it love it but most people don't even give it a chance.
I have to disagree about Starcraft. Most people today don't even know what it is, much less have any respect for it, having come out in 1998 and all. Perhaps among its community it is somewhat overrated, but when there's a thriving professional Starcraft scene where thousands of people come to see the finals of tournaments played live, with thousands of others watching at home on TV, you kind of wonder if a game like that -can- be overrated.
Anyway, overrated games: Halo for sure, FFVII too. It was certainly a revolutionary game, but by today's standards, wouldn't be considered all that awesome. Good, but not awesome. People love it so much because of how great it -was-.
As for underrated games, definitely God Hand. It got somewhat-mixed reviews, but is by far the most hilarious game on the PS2 and an absolute blast to play. It might not have the best controls in the world, but they're not difficult to get used to. An amazing game that didn't get the recognition it should have.
Also, Sonic Adventure 1 and 2, at least among Sonic fans. Most fans tout these as the beginning of Sonic's decline, but I disagree. SA2 is the most fun I've had in a Sonic game, beating Sonic 3 & Knuckles by a long shot. I will admit though, after SA2, the series got really crap, really fast. Heroes, Shadow, and Sonic 2006 to name a few recent iterations of Sonic that sucked.
As for the most unrecognized game (awesome game that just didn't get attention, as opposed to being underrated), Skies of Arcadia for sure. My favorite game for a long time, but yet not many had heard about it. I only learned about it from a Dreamcast demo disc, actually. The combat system was very innovative for a turn-based RPG, the setting and story, while traditional JRPG fare, had its own special flair and style, with some added twists, to really allow you to enjoy it. It's a shame more people didn't know about it.
