To vibrate your fingers, tense up your shoulders really hard, till your hands start shaking, and the upper parts of your arm start to feel weird. Practice that till you can get it down.

The only problem is that it's nearly impossible to control the speed. It's only useful if you know exactly how fast you can go and have a situation to apply it to.
For FFR / Stepmania, this is a relatively pointless skill. You will easily hit more times on the key than there are notes in the chart, especially if it's only 200 BPM. I was hitting solid 350 BPM 16ths back when I played stepmania.
I've found it's only useful for instances in console games that require you to tap a button really fast to complete some mini-objective.Comment

the only problem with vibrating is that it is nearly impossible to control exactly how fast your vibrations are. If you do happen to combo something by vibrating, then 10 to 1 it was most likely luck. Wrist jacks all the way baby.I bring my math homework to church. It helps me find a higher power.
