    I am trying to do something like a shine. Here's what I got(I made it in gimp)

      That looks fine, but one's own creativity can't really be helped. The only advice that I can give you is to not be afraid to fiddle around a little -- while saving good copies, of course. I found my half-ass photoshop skills that way.

              Looks like the filter. If you're trying to make it unique, try harder. More color, more diversity. If not, just use the lens flare filter.
